Signet of Capture - Guild Wars Forums

I just ascended, so one thing I am focusing on is trying to get elite skills. I have completed the quest from magi in lion's arch, and got a signet of capture from it. I used the quest reward one to get my first elite, yet now I don't know how to get another sig. I tried skill vendors and merchants in lions arch, amnoon oasis, and other cities, but none seem to have them to sell. Can someone tell me what I'm doing wrong?

Magi himself, in Lion's Arch, has them. Which would make sense, though..
